THE PAYROLL MANAGER WILL OVERSEES PAYROLL, PAYROLL ACCOUNTING AND PAYROLL TAX FOR THE PENN HIGHLANDS SYSTEM. RESPONSIBLE FOR ANY EXTERNAL AND INTERNAL AUDITS RELATED TO PAYROLL, ENSURING THAT THE FUNCTION IS ADHERING TO COMPANY AND LEGAL STANDARDS. THE ROLE IS RESPONSIBLE FOR AUTOMATING PAYROLL PROCESSES AND CONTINUOUS IMPROVEMENT EFFORTS. THE ROLE IS RESPONSIBLE FOR DIRECTING AND MANAGING THE PAYROLL FUNCTION TO ENSURE THAT HIGH QUALITY, COST EFFECTIVE SERVICES ARE PROVIDED TO THE HUMAN RESOURCES COMMUNITY AND TO ALL EMPLOYEES. THIS ROLE WILL PARTNER WITH OTHER MEMBERS OF HR OPERATIONS TEAM AS WELL AS, LINE OF HR.
*Complies with PENN HIGHLANDS DUBOIS policies and procedures, accreditation agency requirements, and federal, state or local law and regulations
Reconcile payroll related general ledger accounts
Interface with 3rd party vendors and other PHH locations to resolve issues
Act as a HCMS (Human Capital Management Systems)/Payroll Shared Services resource for PHH.
Coordinate with finance on tax-related items and audit activity relating to payroll
Perform payroll adjustments and mass updates
Coordinate tax filings.
Accurately and timely process and/or review and approve all payrolls, quarterly reports, etc
Manage the process and educate all stakeholders on Employee and Manager Self-Service functions and HCMS tools as a whole
Responsible for HR data security, compliance and mitigation of payroll/data errors
Ensure data integrity in Ultimate Software for both payroll and HR information
Manage the overall system payroll functions including, payroll processing, payroll taxes, reviewing and revising policies and procedures, as well as internal controls
Ensure payroll tax payments are in compliance with applicable federal, state and local tax laws. Manage the planning and implementation of new/revised payroll procedures (new jurisdictions, different taxation schemes, varying labor standards, changes in Company policies, new pay items, upgrades in software systems)
Providing accurate and timely processing of the payroll
Establishing requirements for the internal control and procedures for ensuring federal, state and local compliance and controls
Manage and guarantee disbursement of payroll, including garnishments, benefits and taxes to ALL PHH employees consistent with federal and state wage and hour laws.
Overall management, development and effective utilization of payroll staff.
Develop a strategic plan to unify the system process to provide continuity and overlapping coverage for all system payrolls.
Develop and maintain strong, effective working relationships with human resources –accounting professionals throughout the system
